[ 1.  The power supply's fan is not turning.
  2.  The +/- 12 volt lines on the motherboard are not on their own the cause of the fan not turning (but could be a second problem - multiple shorted caps).

You have an IBM 5160, with genuine IBM 130 watt power supply, and you have access to a MFM hard drive (or RLL).

Note that a single IDE drive (ATA) is unsuitable.  One of them is not enough of a load to enable the IBM 130 watt power supply to start.   Depending on the make-model of IDE drive, sometimes two IDE drives will be enough load, but sometimes I've found that three are required.   That is why I stipulated an MFM drive.


1.  Turn off the power supply.
2.  Disconnect both P8 and P9 from the motherboard.



3.  Connect the MFM hard drive to the power supply.

Note that the pictured power supply is not the IBM 130 watt one referred to by this procedure.

4.  Turn on the power supply.
