Desc: Inform the Queue Management System (QMS) that the queue server is unable to service a previously-accepted job

Notes: This function is supported by Advanced NetWare 2.1+. This is an old version of the call (see AH=E3h/SF=84h). Only a job server which previously accepted a job for servicing may call this function
